A reconstruction project can be urgently needed without being ready to build, and ready to build without having all its financing secured. Those are separate questions. Ukraine’s fifth Rapid Damage and Needs Assessment illustrates the distinction in its account of how recovery priorities were organized for the 2026 planning cycle.

The report describes a public-investment system covering identification, appraisal and prioritization. Its Single Project Pipeline serves as a reference for financing and implementation decisions. Inclusion in a structured pipeline is therefore part of organizing proposals; it should not be reported as though every listed project has already received a construction contract or completed works.

The assessment’s account of selection identifies strategic alignment, economic and financial justification, implementation readiness and realistic financing prospects as relevant tests. These considerations answer different questions: whether an investment serves an agreed purpose, whether its proposed approach is justified and whether the conditions for delivery are credible.

The report also distinguishes capital investment projects and programs from non-investment recovery support addressing urgent social and economic needs. This matters when reading an overall recovery figure. A program supporting households or businesses need not represent the construction of a physical asset, even though it can form part of the same broader recovery effort.

For a particular proposal, ask what stage the documentation actually demonstrates: identified need, appraised project, selected priority, confirmed financing, procurement or delivery. Do not substitute one milestone for another. RDNA5’s planning description is dated evidence, not a live project-status database, so current claims require current records. The evergreen lesson is to connect a reconstruction announcement to its documentary stage before calling it funded, underway or complete.
